July 7, 2003

RICHMOND, Mich. -- The manager of a Little Caesars restaurant was arrested outside his store after waving at passing cars, WKMG TV6 reported.

Kevin Briggs was taken into custody by police after he refused to stop carrying a sign and waving at vehicles. Police said his actions violated city ordinances. Briggs argued he has a constitutional right to wave if he chooses.

The news report did not indicate when he was arrested, but Briggs was released on bond and is scheduled to appear in court July 14.
